Traffic in our area is governed by a network of computerized very high tech traffic signals installed at every major intersection. Many if not all of these are coordinated to guide traffic as smoothly as possible through this neighborhood while enforcing sufficient periods for pedestrians to cross the streets. And the timing of these lights is not posted on the lights themselves or anywhere else that I can find.
The timing of the traffic signals changes throughout the day at many intersections. The weekend versus weekday dynamic is covered as well. So our earnest group of neighborhood amateur traffic engineers went forth recently and surveyed many local corners with stopwatches to reverse engineer the prioritization of each individual intersection. This explains the different timing settings for the same intersections on different days or times of the day. (We also rounded our figures to the nearest second while these signals are possibly programmed to the tenth or hundredth of a second.)
A few more words on traffic signals. The base goal is to clear the whole queue of waiting cars in one cycle without wasting any extra time. Correctly balanced the lights provide for the optimal and continuous flow of traffic through any given intersection. The signalized intersections are expensive, starting at $250,000 per corner and going way up from there as you add sensors and other devices to the system.
